Tim Welsh, President & CEO

Tim is the energetic entrepreneur that has owned and operated RCCI since 1998. He has a Civil Engineering degree from Virginia Tech, as well as self taught impeccable business sense. He has single handedly developed RCCI into one of the areas top site contractors. Tim has managed the company through hundreds of quality site projects. Tim prides himself on working with clients to get the most out of a project for the least cost. Tim's knowledge of construction techniques is extensive. Tim maintains a close relationship with the Community through involvement in charity work and various local groups & committees.



Fred Farber, VP & COO

Fred runs the day to day operations for RCCI and has a well rounded construction background including over 17 years of municipal and private sector work. A Civil Engineer by trade, having an MS in Civil and Infrastructure Engineering specializing in Construction Management, his background includes Construction Management & Engineering for various major projects. Prior to his employment with RCCI, Fred served as the Construction Manager on the largest infrastructure project this area has seen, the Springfield Interchange. Fred serves as the Senior Project Manager for many of RCCI's construction projects and is an excellent hands-on manager.



Mark M. Sherry, CPA, VP & CFO

Mark has seven years of specialized experience in construction accounting, finance, and taxation. While working in public practice he served a variety of client both large and small. Mark took over the role as CFO for RCCI in 2004. His goal-oriented focus on teamwork and accountability helps him to achieve consistent success within the organization. As CFO, he oversees all facets of accounting and finance, and enjoys the responsibilities and challenges of the construction industry. Mark oversees all budgetary processes and also serves as the Project Controls Coordinator for RCCI projects.
